HISTORY OF BATANGAS POLICE PROVINCIAL OFFICE

NARRATION:

        On April 9, 1945, "E" Company, 3rd Replacement Battalion at Camp Murphy, Quezon City was one of the companies moved to Alabang, Rizal for training for about five (5) weeks under the Military Police Command, AFWESPAC, Commanding Officer of the "E" Company was CAPT ARCADIO QUEREJERO with three (3) other officers.

        After graduation, the company was sent to Batangas on 21 May 1945 and designated as 16th HP Company, MPC (PA). It has for its initial station the present site of Pablo Borbon Memorial Institute of Technology (PBMIT) at Poblacion, Batangas, Batangas. The Provost Marshall of the Batangas Military Police Command was MAJOR CAPT LIONGSON. The Provincial Headquarters Officer were: MAJOR ANGEL MAGALLANES, provost Marshall; CAPT ANTONIO ENCARNACION, Adjutant; 1LT LEONIDO GUINTO, Intel and Operation Officer; 1LT Dominador CUEVAS, Supply and Finance Officer and 2LT Salvador CABASA, Signal Officer.

        In the early part of March, 1946, the Provincial Headquarters, the 9th and 16th MP Companies transferred to its new station at Sta Rita, Batnagas, Batangas. During the July 4, 1946 Independence Day Parade at Luneta, the members of the 9th MP Company and some members of the 16th MP Company participated and after the parade, the said elements were sent to Central Luzon to participate in the operation against the HUKBALAHAP which was then starting to create trouble in the area. This unit has never returned to Batangas. The site vacated by the 9th MP Company was later occupied by the 12th Station Hospital, MPC (PA) was under the Command of CAPT DANAO. In 1947, MAJOR DE CASTRO did not stay long as he was relieved by MAJOR MARIANO BACCAY.

        In the later part of December 1947, The Provincial Headquarters and the 16th MP Company moved from Sta Rita, Batangas, Batangas to the Capitol Site at Kumintang, Batangas, Batangas. On January 01 1948, the Batangas Military Police Command was redesignated as the 23rd PC Company. On 1 March 1954, the said units were redesignated as the 35th and 36th PC Companies respectively.

        On 26 March 1958, the 122nd PC Company the under CAPT JOSE CARUNGCONG was assigned to the Batangas Province PC and stationed in Marauoy, Lipa City. During the incumbency of MAJOR PERFECTOR BUÑAG, 35th, 36th and 122nd PC Companies were unfiled effective 15 February 1960 pursuant to GO Nr 82 HPC dated 5 February 1960 and Station I with station as Alangilan, Batangas, Batangas; Station II with station at Camp Malvar, Lipa City; and Station III with station at Palico, Nasugbu, Batangas were activated as provisional units with its personnel coming from the unfilled PC Companies. The CO's of the unfilled PC Companies were designated Station Commanders of the Station I,II, and III were unfilled on 16 September 1960 pursuant GO Nr 30 HPC dated 15 September 1960 and the personnel were reassigned to 35th, 36th, and 122nd PC Companies which were filled pursuant to the same GO. Again, on 16 July 1966 during the incumbency of LTC CESAR BERENGUER, the Battalion concept was created and Hqs Batangas Province PC was redesignated as the Provincial Commander of Batangas Province PC was designated as Executive Officer of 21st PC Battalion. The 213th PC Company (Provisional) was constituted pursuant to Section K, GO 21 HPC dated 26 July 1966 with an authorized strength of 5 Officers and 130 EM. Its personnel were taken from the 35th, 36th and 122nd PC Companies which were unfilled pursuant to the same GO. MAJOR PLENIO ARTEGA, then Assistant Provincial Commander was designated as OIC of the Provincial Unit.

        Effective 13 January 1967, the 35th, 36th and 122nd PC Companies were inactivated pursuant to Section I, GO 233 GHQ AFP dated 7 January 1967, Pursuant to Section II of the same GO, 213th PC Company was activated as a regular PC Company with an authorized strength of 5 Officers and 115 EM. When the company was constituted as a regular PC Company, MAJOR JACKSON P ALPARCE was designated Commanding Officer. The Provincial Headquarters was reorganized effective 1 December 1967 pursuant to Section III GO 114 HPC dated 22 November 1967 under a proposed T/O and E 7-15 PC dated 11 December 1967 with an authorized strength of 4 Officers and 74 EM. Another unit, the 214th PC Company with an authorized strength of 4 Officers and 75 EM was organized from the 3rd Platoon of the 213th PC Company and assigned to Batangas Province PC with station at Palico, Nasugbu, Batangas when the said unit was activated on December 1967 to Section IV, GO 114 HPC dated 22 November 1967. CAPT JOSE B CARINGAL was designated Commanding Officer. On 1 December 1981, the 216th PC Company stationed at Poblacion, Tanauan, Batangas was activated and becomes fully operational as one of the regular units of the Philippine Constabulary pursuant to GO Nr 723 GHQ, AFP dated 21 August 1981, GO 173 HPC dated 8 September 1981 and implemented by Letter Directive resectoring of the Command dated 30 November 1981, Hqs Batangas Constabulary/Integrated National Police Command. The authorized strength of the said company as per TO/E are three (3) Officers and eighty five (85) EP's CAPT ROSALIO D MAGSINO 0-6465 PC is the first Commanding Officer/District Commander of the said unit. At present, this unit has its permanent Hqs at Brgy Darasa, Tananuan, Batangas situated at five (5) hectares lot donated by one Mr Gorayed. It has almost complete facilities such as BOQ, EP Barracks, mess hall, cooperative store, jail and others.

        During the February 22-25, 1986 revolution, Batangas Constabulary/INP Command together with other support units of the AFP was the first Provincial Command to support GEN FIDEL V RAMOS and the Minister of National Defense JUAN PONCE ENRILE at Camp Aguinaldo and Camp Crame. The entire Batangas Constabulary/INP Command contingent under COL RECAREDO A SARMIENTO II PC (GSC), then Provincial Commander/Police Superintendent, committed themselves to the cause of the revolution which install President CORAZON C AQUIONO and Vice Presidency in the government. Troops of this Command was tasked to secure the vicinity of Club Filipino on 25 February 1986 where President Aquino and Vice President Laurel tool their oath of office. On the same date after the oath taking ceremony, troops of this Command secured aborted loyalist plans to take-over and destroy the PLDT facilities at Mandaluyong, Metro Manila while its main body was ordered to secure Camp Aguinaldo where their presence was acknowledge by no less than the New Chief of Staff of NAFP GEN FIDEL V RAMOS AFP who personally expressed his thanks and deep gratitude to the officers and men of this Command stayed-put thereat for three (3) days until finally ordered to returned to Batangas on 28 February 1096.

        For this contribution, the officers and men of Batangas Constabulary/INP Command were cited for their gallantry and fidelity rendered during the February 22-25 revolution. A part of the citation read as follows: The entire Batangas PC/INP was aware of the consequences of their action if defeated, but the officers and men of COL SARMIENTO bravely, committed themselves to the cause of the revolution led by GEN RAMOS and Minister ENRILE. Contingents of COL SARMIENTO defied loyalist attempts to prevent them from consolidating their forces with "RAMOS and ENRILE". As a recognition thereto, this command was voted the most outstanding PC/INP Command for the year 1986 of RECOM 4.

        On 26 November 1986, 217th PC Company was organized and activated as a regular PC Company of Batangas Constabulary/INP Command with Hqs at Brgy Masaya, Rosario, Batangas, with an authorized strength of five (5) officers and one hundred twenty (120) Eps pursuant to HPC GO Nr 198 dated 26 November 1986. It's area of responsibility covers the municipality of Ibaan, Lobo, Taysan, Padre Garcia, Rosario and San Juan. 1LT FRANCISCO CRISTOBAL 0-8523 PC was designated as first Commanding Officer/District Commander of said unit on 1 October 1986 pursuant to SO Nr 49 this Hqs dated 1 Octiber 1986.

         During the failed coup d' etat on 30 November 1989 to 07 December 1989, Batangas Constabulary/INP Command led by LT COL ROGELIO REGALADO PC (GSC) Provincial Commander/Police Superintendent had its share in this attempt. Barely past midnight, 01 December 1989, the Provincial Commander held a conference at his quarters. The troops available in the Provincial Headquarters were alerted and formed of PHQ building.

        The Provincial Commander made some coordination with Regional Command and HPC. Immediately after this coordination, at about 010130 December 1989, a contingent of PC/INP Batangas was formed under the Provincial Commander composed of six (6) officer and fifty seven (57) EP/INPfrom PHQ, 213rd and 216th PC Companies. But before the jump-off of this contingent, almost at this time, the Provincial Command instructed LTC LEONCIO T LAYGO PC, Assistance Provincial Commander to stay put and insure security defenses of all units of the command

         The contingent met the contingent of Laguna PC/INP where firetrucks blocked all entries of the Toll Gate of South Super Highway bound for Metro Manila.

        On December 1, 1989 at around 1703H all the forces consolidated at the Sangley Point main gate and left for Bicutan. Upon arrival the next day, the mission of Task Force Makati was formed. This aims to contain/liberate Makati Commercial Center from rebel soldiers. And as the night passed up to dawn, incessant firing was experienced that caused the civilian populance get away from the war zone area.

         The exchange of gunfire between the rebel forces and the allied forces more persistent and intensify, It is advantageous to the enemy that they are firing at the allied forces position with mortars and rocket launchers that the troops are just keeping mum, but with high spirit and continuously firing back at their positions. On 5 December 1989, our troops were replaced by the Marine contingent and advise the troop to return to the home base in Batangas City.

        The troops arrived at around 1803H of same date and still on red alert to attend to the remnant of rebel soldiers and CPP/NPA atrocities that were reported to harass/attack PHQ and the line units in the field and far flung areas. Unfortunately Msgt EDILBERTO ANURAN died on head wound and no other casualties reported.

        On 21 October 1991, the Batangas PNP Command was named Camp General Miguel C Malvar in honor of the late General Miguel Malvar who was born in the town of Sto Tomas, Batangas on September 27, 1865. When the revolution of 1896 broke out, he answered the call of the country. He display of leadership and gallantry in the face of many battles against the Spaniards and subsequently against the American has earned him respect of all Filipinos. Being the last Filipino General to surrender during the Filipino-American War, his unquestionable patriotism serves as a standard worthy of emulation and esteem by every Filipino.

        Pursuant to NAPOLCOM Resolution No. 92-36 dated 15 October 1992 approving the revised organizational structure of the PNP, THE Batangas PNP Command was renamed as Batangas Provincial Police Command effective as of 01 July 1994.

        On 01 October 1994, the 213rd, 214th, 216th and 217th Mobile Force Companies were deactivated pursuant to para 1, GO Nr 374 Hqs PNP Regional Command 4 dated 13 October 1994 and pursuant to the same GO, the 1st and 2nd Provincial Mobile Force Companies are activated. PSUPT Camilo VILLAFRANCA SAPO was designated as Commanding Officer of the 1st and PCI JOSE ITUCAS DANDAL of the 2nd Provincial Mobile Force Company.

        Batangas Police Provincial Office is  compose of four (4) City Police Stations, three (30) Municipal Police Stations and two (2) Police Mobile Force Company (PMFC).  

        Police strength is 2,215 and the Police to Population Ratio is 1:1,128
